Overview
SEAL360 uses OpenZeppelin Governor with custom security enhancements for decentralized governance.

- Requires 3 out of 5 signatures for execution
- Prevents single signer takeover
- Geographic distribution of signers
- Hardware wallet enforcement
- 24-48 hour timelock on critical operations
Emergency Action Whitelist β
Limited to 6 circuit breaker actions only:
- Pause token transfers
- Pause staking
- Pause bonding curve
- Pause vesting
- Recover stuck funds
- Block malicious addresses
Cannot: Mint tokens, change ownership, transfer funds arbitrarily
Staking Requirement β (Enhanced v2.4.0)
- Must stake 100,000 S360 (Masternode tier) to create proposals
- NO proposal fee ($0)
- 7-day cooling period after unstaking (prevents temporary staking)
- Prevents governance spam
- Aligns proposer incentives with network
- Whale-resistant voting power (sqrt formula)
