  • Must stake 100,000 S360 (Masternode tier) to create proposals
  • NO proposal fee ($0)
  • 7-day cooling period after unstaking (prevents temporary staking)
  • Prevents governance spam
  • Aligns proposer incentives with network
  • Whale-resistant voting power (sqrt formula)
